What is a Ratio Incentive Variant?

Publishers offer them as incentives for ordering a certain number of regular copies.
The ratio indicates how many regular copies a retailer must order to qualify for one variant copy.
For example, a 1:25 ratio means a retailer must order 25 standard copies to receive one variant copy.
